The interface can't be removed even there is empty configuration with it:

(config)# no interface  enp2s0 
% Configuration failed.

Error type: validation
Error description: only inactive interfaces can be deleted

IMO it is reasonable for users to clean their configuration.
Please take a look at it, thanks!
