Framework agnostic input/output file format

Input and output file format that can be used both for FUSED-Wind but also serve as a framework agnostic file format for e.g. the benchmarks and reference turbines we discussed at the IEA meeting at NREL.

Good file format candidate: JSON.

Can we use elements from OpenMDAO's existing JSON recorder file format?

The definition, readers and writers for this file format should live outside the fusedwind plugin, so other users can add interpreters for other programming languages.
