Cannot switch between selection of BlockStates using debug stick if the block only has 2 states

Describe the Bug

Minecraft version 1.20.1

With the Create mod installed if you try to change the state you want to edit with a debug stick, and that block has only 2 states
e.g. type, waterlogged (slab block)
the sticks selection wont change, (I usually get stuck only being able to edit the waterlogged state)
but any other block with more than just 2 states or 1 state works fine

Reproduction Steps

1. Place a slab
2. Spawn a debug stick
3. Left click the slab

Expected Result

The debug stick should change which state you are editing
