Add user-facing text to YAML files (and spec?)

The discussion in #418 identified that the YAML files currently lack user-facing text (the help text and label keys in the YAML Format), and that adding them would be beneficial.

This would either mean adding these descriptions to the spec, or adding a process for merging a separate set of user-facing descriptions with the spec-extracted YAML files.
