Far closes on Alt+F4 instead of starting external editor (Windows 11)

Steps to reproduce

Open FarManager. Click Alt+F4.

Expected behavior

Far Manager should open exernal editor.

Actual behavior

Far closes.

This happens on my new PC with Windows 11. On all other PCs which run Windows 10 or earlier Far startes external editor.

It seems like FarManager fails to receive Alt+ F4 event.
