Looks like hall sersor input is wrong.

Check if rotating sequence is correct
Check if interrupts are working correct
Make hall input scheme on pcb

Sometimes appear behavior like this (0 = A-B, 1 = A-C, so on).
Looks like problem is in shitty breadboard, not in code.
