validate-configuration test dependencies.yml repo urls

ADO repos can be moved around and renamed independently and it will be easy to overlook updating dependencies.yml to ensure the repo url remains correct for backups. at present the deployment will eventually fail when escrow backup is run, but this may occur late in deployment, wasting time.

need validate-configuration to check that the repo urls in dependencies.yml are valid.
