Option to Use Different Server exe for headless clients

I am not sure if my thought is correct. But I have noticed that wheather I use Headless Clients on my Local computer or not does not effect any Performance. My CPU is allways at about 20% usage. 10% for Arma and 10% for Server and Headless Clients. I noticed that somehow the Arma Server Exe is capped to this somehow....so when I run the Server.exe as server and Headlessclient it acttually does not improve things at all.
So my thought was to duplicte the Server.exe and use that as Headless client exe to use more of my CPU. Does that make sense? I just want to figure out how to use more of my Cores on my Local PC as there is much room.
I imagine an option where you can define exe of each Headless client.
