SIO Command $D9 Enable Disable CONFIG in D1

This is a command for Device $70 - The FujiNet Device itself (see SIO-Commands-for-Device-ID-$70).
Enable or Disable the CONFIG disk image built into FujiNet. If enabled, it takes over device slot 1 (D1:)
