When layer definition is missing in docs folder, layer assignment doesn’t occur automatically #623

Issue: If a layer is defined in the create.json for a schema, automatic assignment to that layer upon document creation doesn’t occur when creating a point via the map interface (i.e. clicking Add or Edit a Map Feature). Additionally the appearance of the layer in the layer list was not visible on some computer screens (Note: I couldn’t reproduce this behaviour, but it has been reported by two different users).

Note: This behaviour did not occur when creating a doc using a create document widget.

It should also be noted, that on my local machine I tried creating a layer definition in the docs directory which matched the layer named in the create.json file, but this didn't resolve the issue.
