commands for setting hugo config

Can be a separate command or a flag can be passed during create to set a hugo config too. It'll be good if the user has multiple options: a separate command and a flag to be passed during create command.

eg:

katamari create GDVIT --set-config

or

katamari config [ --show | --edit | --reset ]

which asks users to select from a list of themes, change the name, title, baseURL, ask whether they want unsafe html to be rendered in README (which is on, by default)
