Allow board to hide picture of the week

As discussed during the 199th GMM, sometimes "unsavory" pictures, which may not be suitable for the entire internet, become the picture of the week. In the past, this was "solved" by the WC / ABC in the database. In order to allow the board to take action by themselves, a feature should be implemented that allows the board to hide the picture of the week (perhaps only for not logged in visitors?). As discussed during the GMM, however, this feature should be available on Mondays until 12:00 (or so) as it does not really make sense to hide the picture of the week afterwards.
