When Forge of the Gods runs out of star fuel to return back to build state with all 3 rings.

The Reality

Failed to replace T2-3 rings and is incomplete build with single ring but still reads as upgrades unlocked.

Your Proposal

Probably see why it decides to not replace all blocks and fix it.
