Feature request:

It would be ideal to be able to track upstream GHG emissions from fuels separately from fuel carbon content.
This would be unaffected by CO2 capture for example.
Results should be reported separately from direct CO2 emissions from fuel use (net of CCS). We should have a setting
Need a settings flag to specify whether CO2 cap or carbon price policies apply to upstream emissions or not.
