Note that I am adding comments here as I run into them. My general rule of thumb is that recipes shouldn't be in a specialized category if you are likely to want to create patterns of them, or include them in an EMI recipe tree. Conversely, recipes in specialized categories should be about recycling things that have been overproduced (or outlived their usefulness) back into the more raw form.

Looking over the examples I've found, I think generally any ingot/dust -> anything of the same material should not be in a specialized category.

It also occurs to me that it might be useful to have a specialized centrifuging (and possibly electrolyzing) category for recipes that are the reverse of mixing (i.e. tungsten steel dust -> tungsten dust + steel dust, bisalloy-400 -> component dusts). Those are generally a distraction when looking for how to make tungsten or steel dust.
