What problem does the new feature solve?

As mentioned in #5273 (comment), we almost support add column if not exists in the execution layer.

But we still can't do it via the SQL interface.

What does the feature do?

Supports ALTER TABLE .. ADD COLUMN IF NOT EXISTS

Implementation challenges
