[Doc]: Checkout static tags in all release note instructions

Please ensure all release notes include checking out release tags rather than floating branches:

For the 1.18 release it correctly says to run:

git checkout v0.5.3.post1+Gaudi-1.18.0

But for the 1.17 release it still says:

git checkout habana_main

Suggest a potential alternative/fix

Provide prebuilt containers for all releases.
