About the Machine Template Folder

I know some assembly templates have been moved from the Machine Template Folder to three other books. But it still contains most of assembly templates and all the chemistry templates, which means even though you don't created any machine, you can still take out the design drawing of fusionary watz reactor control. That makes me feel strange. So is it possible to add a research system in the future? Like the Thaumcraft mod, use some little games to ask players to unlock the new template. Or at least bind the templates to the achievement system.
