to run build locally using the standard CLI scripts install https://github.com/HL7/ig-publisher-scripts as a submodule in your local repository.
$ git submodule add https://github.com/HL7/ig-publisher-scripts
When adding a Git submodule, your submodule will be staged. Do not commit your submodule to GitHub The .gitignore file should prevent it from being pushed to github.
