Makefiles for preparing new corpora should be improved

better more intuitive prerequisite dependency structures
use .INTERMEDIATE to for intermediate data that can be deleted after making
add dependencies on directories (raw for example) instead of .done-files (see annotate)
add dependencies on the bitext xces file for wordalignment target
