Is your feature request related to a problem? Please describe.

Operations is mostly using the emcee_batch branch for the current rounds which has lead to confusion in switching between branches. That branch though is lacking required unit tests and documentation though.

Describe the solution you'd like

Clean up the contents of the emcee_batch branch and merge it into dev for the December release as well as to begin integrating ongoing development work with those changes.
