"Scene Editor" (on the home page) should use the react-intl package, rather than defaultLocaleData which is actually customization #6509

Description
The link to "Scene Editor" on the home page and elsewhere is not localized using the user's selected locale.

To Reproduce
Steps to reproduce the behavior:

Set primary language of your web browser to something not English
Go to the home page
Observe that "Scene Editor" is not localized

Expected behavior
"Scene Editor" should be localized the same as other UI elements

Additional context
This appears to be a holdover from some early code.

The other members of defaultLocaleData are site configuration set in the Admin app.
