Smooth scrolling when I click on a link to a homepage widget

Proposal

In the discontinued "academic" template, there was smooth scrolling to homepage widgets when one clicked on the navbar link. This seems to be unavailable in the current hugo blox templates.

Motivation and context

It's more beautiful.
