Responsive tooltip component

We need to enhance the behaviour of the tooltip component in order to respect viewport boundaries and adjust its position accordingly.

I already tried to implement tooltip.js but it doesn't work well with our current setup.

Does it have have any dependencies on jQuery for example?

By the way, there is an vue poper js component but it has no possibility to add components inside, just static html.

afaik there's no dependency on jquery or similar
