Need

to ensure merging PRs containing db migrations goes smoothly
to ensure rolling back migrations goes smoothly

Possible Approaches

pre commit check for migrations/migration instructions
automatically make migrations in dev/integration in gitlab test runner
add documentation about rolling back migrations to readme once alembic cli pr is merged
