Duplicates appearing in the Recent Publishers list

Brief Description
To flag - IATI Support have noticed duplicates of the same publisher now appearing in the Recent Publishers list, which will get confusing: e.g. "Tearfund" https://iatiregistry.org/dashboard/recent-publishers?q=tearfund&sort=publisher_first_publish_date+desc

Observation: the duplication is in the UI as per the link. When I download a CSV file from that page there is only a single listing for 'tearfund' with IATI organisation identifier of 'GB-CHC-265464'

As discussed in the last sync up we are this should be fixed with #417
Recent publisher and publisher are using different code functions for querying when it should be one parameterized query to reduce the scope for bugs/issues or other irregularities.
Also when #417 is completed all publishers search will be moved to the main search
