ibm_iam_authorization_policy - source_resource_instance_id and source_resource_group_id are mutually exclusive but target_resource_instance_id and target_resource_group_id not #5707

In ibm_iam_authorization_policy resource the attributes source_resource_instance_id and source_resource_group_id(and the corresponding subject_attributes nested blocks) are mutually exclusive but target_resource_instance_id and target_resource_group_id not

Is there a technical reason for that limitation on the subject/source side only?
