FSx ONTAP storage option for AWS

Cloud pak deploy should support FSx ONTAP as storage option on AWS. Current, cloud pak for data does support FSx ONTAP on AWS.

This pertains to my client in the banking sector, and the primary concern here is encryption due to Key Management Service (KMS) requirements. The NFS Driver offered by the Cloud Pak (https://github.com/kubernetes-sigs/nfs-subdir-external-provisioner) lacks support for encryption, necessitating the use of fsxontap. I believe this is a common use-case across all banking installations.
