Restarting R and improving the Tools Menu? #9308

Here is the current Tools menu:

a) @jkmusyoka was querying whether we have an option to Restart R? We do, and it is in the Tools menu, but it is disabled. Would that be useful, i.e. for restarting R from within R-Instat?

If so, then we need to explain why, and maybe implement it. Otherwise we should delete it.

b) We also have a disabled Run R Code item at the top of the Tools menu. I suggest it isn't needed and could be deleted?

c) The next item is Check for Updates, which is enabled, but seems not to do anything? Do we delete it.

d) Then we have Clear Output Window, which seems to work, so I suggest we keep it as it is.

e) Then there is a disabled Save Current Options. Should we delete it?

f) The final 3 options are used and useful, so let's keep them.

@rdstern @jkmusyoka, I find sometimes an R session becomes unresponsive, restarting the session can often resolve the issue without the need to fully close and reopen RStudio. In R-Instat, we can perform a similar action to restarting the R session in RStudio, without the need to fully close and reopen R-Instat. By restarting the R session, the environment is reset, and you can continue working smoothly without losing the entire R-Instat interface or your project. This can help especially if you have a lot of memory or resource-heavy operations running that may have caused the session to become sluggish or unresponsive. I'm not sure about the implementation of this feature in R-Instat with the current architecture but I feel that is very possible to do so.
