Data to test

@ChrisMarsh82 In the metadata file is now a couple of stations from me:

1. _zambia_eastern_4 is from @jkmusyoka and should be good for testing
2. r_data_test_1 and r_data_test_2 are for my purposes in R testing. @ChrisMarsh82 you should ignore these two.
3. NY000230 is from testing with Climsoft. Here, we have no summaries stored, but instead call the data from climsoft and the definitions from the metadata to create the summaries. You can ignore this one.

There's another few more coming through from @jkmusyoka but I'm not sure how comprehensive these are yet. The zambia_eastern_4 one should work for the set of PICSA functions.
