kgcl ontobot should use robot to normalize ordering within tags

With the next OAK release, runoak apply will now:

• preserve the original ordering of lines in unaltered stanzas
• order lines in altered stanzas

However, it turns out to be very difficult to implement the same ordering as the owlapi

• 1.6: make tag ordering part of normative specification, not informative owlcollab/oboformat#138

the OAK procedure should produce normalized files the vast majority of the time but to be safe the bot should normalize using robot

This is purely a OAK/Ontobot issue that has nothing to do with the ODK. A ticket has already been opened there (INCATools/ontobot-change-agent#51), so closing here.
