scenario.getScenarioType().getScenarioXml() returns null for Document (XML) types

File getter from ScenarioType returns null for Document types. Tested on values from table SCENARIO_TYPE_NONSCHEMA. NonXML ScenarioTypes return Blobs correctly.

Observable on https://147.228.64.172:8443/rest/scenarios/146 , where last number is a scenario ID. If scenarioType.getScenarioXml() == null then HTTP error says "No present scenario file!"
