WFD 2022 Reporting : alpha version 3

The tool uses an URL-tryOrDie function to check and set up web connections and proxies. Some user including public services use special proxies. Some are implemented here ({"zip-surf","8080"},{"proxy","8080"},{"proxy.siege.aelb","8080"},{"10.47.1.76","8080"}).
