Add IU Branding (dynamic update to IU banner and footer) - https://brand.iu.edu

Note: Need a UX/Design person to make ArcLight look swank, might impact branding choices

Done Looks Like:

IU header and footer in place across all views of site
Dynamic changes passed along from IU Branding are applied where possible

jlhardes added the enhancement label
