Pinned tabs are scrolled along with normal tabs when scrolling #6

In the old version, pinned tabs were not scrolled along with normal tabs. In the new version, they scroll. Is it possible to return to the previous version? (I am attaching a screencast of the old and new versions).
Is it possible for the "New Tab" button to also be fixed and not scroll when scrolling through tabs?
