Publisher hierarchy

Publishers are in most cases organised hierarchically. All publisher that has a dataset or has a child that has a dataset are loaded into elasticsearch. Each publisher, that has a parent publsiher, hols a property pointing on this. This property is used when the publisher page is loaded. hierarchical publishers are organised into levels, the top level, publishers who don't have a parent publisher, and all publisher belonging to this, one level below.
