Dans DistributionServiceImpl#create la PR #671 a ajouté la ligne distribution.setValidationState(ValidationStatus.UNPUBLISHED.toString());

Mais cette ligne a dans un premier temps été retirée par #659

Quel est l'intérêt de cette affectation et quelle est la règle métier ?
