Context

Currently, long proposals on the forum are displayed in full, making it difficult to view the comments section below them. To address this, we need to define a maximum character limit for displayed proposal text. Proposals exceeding this limit should be truncated, with a "Read More" icon added to expand the full text.

Steps to reproduce

  1. Connect the Wallet
  2. Read a long proposal

Actual behavior

Long proposals take up excessive space, pushing the comments section far down or making it inaccessible without extensive scrolling.
This negatively impacts the user experience, particularly for discussions requiring quick access to comments.

Expected behavior

Define a maximum character limit (e.g., 500 characters) for displaying proposals in the forum.
Add a "Read More" icon or button to expand the full proposal text when needed.
Ensure that the "Read More" functionality is user-friendly and does not disrupt the page layout.
