I know the documentation states that the Sidekick files should be removed on the CD servers, however, I don't think it would hurt to add role:require="Standalone or ContentManagement" to the config files. Just in case someone accidentally uploads the files to the wrong place.

Here's sitecore's documentation on rule based configuration, a majority of the App_Config/Sitecore already uses role:require.
