I've got the same problem like @VedantRG when installing apixu. I get the following errors in my terminal:

ERROR: rasa 1.8.0 has requirement requests<3.0,>=2.23, but you'll have requests 2.21.0 which is incompatible.
ERROR: rasa-x 0.22.1 has requirement jsonschema~=2.6.0, but you'll have jsonschema 3.2.0 which is incompatible.
ERROR: rasa-x 0.22.1 has requirement pika~=1.0.0, but you'll have pika 1.1.0 which is incompatible.
ERROR: rasa-x 0.22.1 has requirement rasa~=1.4.0, but you'll have rasa 1.8.0 which is incompatible.
ERROR: rasa-x 0.22.1 has requirement requests~=2.22, but you'll have requests 2.21.0 which is incompatible.

It seems like apixu is outdated... There is a version problem...
Can you give us any advice how to still use your 'weather action code' based on apixu?
