Add average capacity in irrigated land to wells, thus we can get the average number of wells per region based on the irrigated land. Then we could add standard pipeline characteristics to each well and distribute equally the extracted water. For this also crosscheck that the number of wells we are getting is not off from the statistics (~1738).
