User based OPDS Role

Idea Description

Instead of the OPDS server being an all or nothing setting in the admin panel, it should be able to apply on a per user basis. There is various reasons to why this might want to be setup that way, but the 1 that comes to mind is enforcing parental permissions / time limits.

e.g., your child could have unlimited read time in their book app, but by adding the OPDS feed to it they could sneak in reading comics and other stuff rather than books. By turning OPDS off for that user it would force them into using the web app, which would have its own time limits applied to it through the parental controls.
