Superbuild Slicer/SlicerSALT related repos from our fork

Per discussion with @bpaniagua, our GROUPS fork's superbuild should be updated to use our fork of NIRALUser/RigidAlignment.
LAPACK can stay as is, but we also probably want to update MeshLib and SurfRemesh to be on a SlicerSALT fork instead of @jcfr's fork.
