Add kubebuilder grafana plugin to kuadrant-operator

Similar to Kuadrant/dns-operator#119, add the grafana kubebuilder plugin and resulting dashboard.
The resulting dashboard is usable with metrics from all controller runtime projects like kuadrant-operator, dns-operator, authorino-operator and limitador-operator.
Therefore, the generated dashboard should be included along with the example dashboards that are deployed by the quickstart.

The internal eng-environment repo should be updated as well to include this dashboard.

The generated controller dashboards are in https://github.com/Kuadrant/kuadrant-operator/tree/main/examples/dashboards for use with the kuarant operator and dependent operators (dns, limitador, authorino).
