Add DNSPolicy tests for v1

Summary

Test DNSPolicy on multicluster. GEO tests probably would require spinning up 2 clusters in different regions and making a request from the cluster's pod

Additional context

Common Test Success Criteria:

• All policies get to ready state within 15 minutes
• Gateways should have enforced and affected status
• Leverage DNS resolution and verify received response
