RTCM Rate config procedure is depricated on FW >= 23.01. #258

Specified RTCM3 out configs are not transmitted to the receiver, because the new protocol versions use CfgValSet instead.

This was probably overseen in #229.

We are fans of configuring on startup and do not want to rely on u-center or other software if possible.
