This PR is very important and need to be merged to develop for BEAM 1.0 release
PR => #3745

Tasks to do:

  • Finish tests
  • Allow for reading unique tour_id from activitysim plans
  • Test with different inputs:
    • Fixed plans, no default modes
    • Destination choice enabled, no default modes
    • Fixed plans, fixed modes from activitysim
