I don't think that the was solution with astrometry.net works. the definition to run astrometry.net is there (run_astrometry) but never used and pointing to a 'usr/backend.cfg' that does not exist

This came up in pipeline office hours again, assigning @cmccully to look into it.
In office hours it was failing for someone using the pipeline via docker, with the error that a file (I believe tmpwcs.fits or something like that) didn't exist. Will probably need to update the Dockerfile to make sure astrometry.net files is installed, if possible.
