Template and documentation for re-deploy

The current set of templates (i.e. aws-prerequisites and aws-cloudformation) are setup for the first time deploy. Under normal conditions, they will be run once and only once during the initial setup.

There needs to be another process with one or more templates to re-deploy when the base application image is updated. This process should maintain volumes and their data.
