make "copy between environments tool" or other solution available to users for copying resources from one environment to another

this tool LD4P/sinopia_api#67 allows for copying resources between environments

may have user applicability: example: users creates and tweaks template in Stage because it's exploratory / experimental. when it's ready for prime time, they want to move it to production

determine if this tool would be useful for users and if so, make it available to them

marking this out of scope for current work cycle because workarounds exist:
(1) you can move a template from one environment to another by opening the template in edit mode, previewing, copying the RDF, and then using Load RDF to load into a different environment
(2) if there is need for copying a bunch of templates (or resources) from one environment to another, we can open a ticket asking for developer assistance
